Designed to aid navigation on the Mississippi River between St. Paul and Minneapolis, the Meeker Lock and Dam was quickly outmoded by the development of hydroelectric power, which required a taller dam. Lock and Dam 1, downstream from Meeker, was rebuilt tall enough to produce electricity, but in doing so raised the level of the river over the top of the Meeker Lock and Dam. Engineers then destroyed the upper several feet of the Meeker Dam so it wouldn't hinder navigation. Today, only the lock wall can be seen during low water.

Established in 1988, the Mississippi National River and Recreation Area includes 72 miles of the Mississippi River stretching from the cities of Dayton and Ramsey to just south of Hastings, Minnesota.

Located in the middle of a bustling urban setting, the segment of the river flowing through the park has always been of major significance as a spiritual site, a place for recreation and business, and a tourist attraction.
