Welcome to the river permit lottery application site for Dinosaur National Monument-home to the Green and Yampa Rivers, two of the west's premier whitewater rivers. Green River: Gates of Lodore The Green River flows south out of Browns Park into Dinosaur National Monument and cuts through the Uinta Mountains, the largest east-west extending mountain range in the lower 48 states. Within the monument and along this stretch of the Green River lies the imposing Canyon of Lodore, which received its name from John Wesley Powell's expedition in 1869. Three of the rapids so impressed Powell that he named them Disaster Falls, Triplet Falls and Hell's Half Mile. The 19-mile run down the Green River from the Gates of Lodore to Echo Park is different today than in Powell's time, largely because of the dam at Flaming Gorge which regulates the water flow. This allows for a longer rafting season, but one that is not greatly affected by spring run-off. There are many named and unnamed rapids, well-spaced as in most pool-drop rivers and plenty of beautiful river side campsites and hikes, dominated by the almost 2,000 feet high red cliffs. Yampa River: Deerlodge The Yampa River begins at Deerlodge Park and rushes downstream 44-miles to join the Green River at Echo Park. Boaters continue downstream on the Green River to the take-out at the Split Mountain boat ramp. The Yampa is the largest free-flowing tributary within the Colorado River system. As such, it has a shorter season marked by fluctuations in water level resulting from snow received in the winter. It is characterized by famous rapids such as Teepee, Big Joe and Warm Springs. Below the Confluence of the Yampa River and the Green River: Echo Park All trips continue downstream on the Green River from Echo Park through the 17-mile Whirlpool Canyon. It was named by Powell because of the squirrelly and unpredictable water the explorers experienced here. The last section of the Green River in Dinosaur National Monument is the nine mile Split Mountain Canyon. This canyon begins at the Rainbow Park boat ramp and flows swiftly downstream, punctuated by four named rapids and assorted riffles before reaching the take-out at the Split Mountain boat ramp. Camping facilities exist at the Lodore and Deerlodge launch sites. Each has campsites, water available seasonally, an information station, staffed ranger station, and vault toilets. These remote sites do not provide trash receptacles because of bear storage issues. Due to the remoteness of the area and long drive times, many groups camp at their launch site the night before their river launch. The Split Mountain take-out offers reservable group campsites (flush toilets seasonally, no showers), vault toilets and a seasonally operational groover dump site. Nearby is the world famous Dinosaur Quarry Exhibit Hall where you can see 149 million year old dinosaur bones in the rock. Boating within Dinosaur National Monument is by permit only. This permit allows the permit holder to float the Green or Yampa rivers. Permits are non-transferable and are for one launch only.When applying for or reserving a launch date on this river, I certify that: I understand that the trip leader and all participants must watch the Dinosaur National Monument river safety video. Upon securing this reservation, I recognize that this permit is not transferable and that I will become the responsible person for this group; I am not currently being penalized for a no-show or late cancellation on this river; I will only submit one application for this river's lottery; I understand that during the high use season for this river, I am limited to one permit and may only hold one launch reservation during this period. Unless authorized as a commercial operator on this river, this reservation/application is for a (private) non-commercial float permit. A non-commercial trip meets the following criteria: There is a bona fide sharing of cost where no part of the fees are: collected in excess of actual costs of the trip; for salary or financial gain in any manner for any of the group, its leaders or sponsors; for capital increase of the major equipment or facilities used on the trip. Boatmen and other crew may not be paid in ANY manner. Any or all goods, activities, services, agreements, or anything offered to park visitors and /or the general public for recreational purposes, which uses park resources, is undertaken for or results in compensation, monetary gain, benefit, or profit to an individual, organization or corporation is considered a commercial enterprise. There is no media or direct mail advertising or soliciting for trip participants.Requirements and Regulations Adult Personal Flotation Devices (PFDs) Type I, Type III or Type V Coast Guard approved life jackets must be properly worn by each participant while on any craft in the river. Type III and Type V life jackets must be approved for whitewater activities (rafting, paddling, etc.), must have a static shell with a minimum inherent buoyancy of 15.5 lbs (for adults), must be appropriate for size and weight of the user, and must be in good condition. Child PFDs Children must properly wear an appropriately You must bring a spare child-size PFD for all trips with children. Spare PFDs One spare Type I, Type III, or Type V Coast Guard approved life jacket must be carried in each raft, dory, or paddleboat. Spare life jackets must be an appropriate for size and weight of the potential users, including spare PFDs for children. One spare life jacket must be carried for every three canoes, kayaks, and standup paddlers. Spare Oars/Paddles One spare oar for each raft or dory, one spare paddle for every paddle raft, and one spare paddle for every three kayaks, canoes, or standup paddle board. Paddles designed to be strapped to or worn on the hands meet this requirement. If there are fewer than three kayaks or canoes as part of the trip, one extra paddle is required. First Aid Kits One major first aid kit for the entire group and one basic first aid kit for each boat. Toilet Containers Each group must carry and use at least one container toilet system that is washable, reusable, and will not leak when inverted to carry out human waste on multi-day trips. It must be accessible for use during the day. Bag systems (such as wag bags or PET systems) are not permitted. Spray Skirts and Flotation Water-tight spray skirts and flotation for each hard shelled kayak and/or decked canoe are required. Air Pump An air pump is required in each group with inflatable boats. Boat Repair Kits Repair kits suitable for each type of boat on the trip are required. Strainer A mesh strainer for dishwater and ashes is required for multi-day trips, but not on 1-day trips. Fire Pan Fire pans must be elevated a minimum of four inches off the ground. Fire pans must be a minimum size of 100 square inches with at least a 3-inch rim. Kayaks or canoes without raft support may substitute a gas stove. Fire Blanket A fireproof tarp, blanket, or welder's cloth must be carried and placed under the fire pan. It must be of sufficient size to catch coals and ashes around the fire pan. One-day trips are only required to have a fire pan and fire blanket if building a fire. Bailing Device Each boat with a non-self bailing floor must carry a bailing device. Flotation for Open Dories and Whitewater Canoes Open dories and whitewater canoes must have securely attached flotation equal to two-thirds of volume or eight cubic feet. Decked Dories Closed or decked dories must have leak-proof, sealed chambers. Helmets Helmets are required for all canoeists, kayakers (including inflatable kayaks) and standup paddlers and must be worn in all named rapids, including: Teepee, Little Joe, Five Springs, Big Joe, Warm Springs, Winnie's Rapid, Disaster Falls, Harp Falls, Triplet, Hell's Half Mile, Greasy Pliers, Moonshine, SOB, Schoolboy and Inglesby. Bike helmets are not appropriate. You should carry one spare helmet for every three craft. Rescue Kit One rescue kit (also known as a sweep kit or z-drag kit) containing adequate gear to rescue a trapped boat for each group is required. Participants should have knowledge of river rescue techniques. Paperwork A current copy of the Boater's Information Booklet, and a permit for launch from the Dinosaur National Monument River Office with an updated passenger list are required to be readily available at all times. Kitchen Floor Tarp A kitchen floor tarp to be placed under the food preparation and serving tables. Camping Regulations During high-use season (second Monday in May until the second Friday in September), camp only in campsites assigned by the Dinosaur National Monument River Office. During low-use season, boaters may choose their designated campsites; sites are available first-come, first-serve. Additional camping regulations include: Campsites must be packed up, and boats loaded and moved out of landings by noon to allow the next group to occupy the site. Adhere to Leave-No-Trace principles. During a river trip, camping is not permitted at Echo Park, Rainbow Park or in the Split Mountain Gorge. Do not expand trails, enlarge camping areas, or trench camp or tent sites Fire residue must be strained before being deposited in the main river current. All floatable and strained fire residues must be carried out. Pack out all trash along the river. Only one permitted group per campsite. Maximum 25 river trip participants per site allowed on private trips. Please respect your neighbors. Quiet hours are between 10:00 p.m. and 6:00 a.m. Each group must remember to stay within their assigned, designated site. The Superintendent may close campsites for resource management or safety concerns (such as bighorn sheep lambing season, bear activity, or wildland fires). The application period for this lottery is December 1 through January 31. Successful applicants will be notified on February 12th and must confirm their reservation no later than March 1st. There is no wait list for unconfirmed reservations.All cancellations must be made by either logging onto your Recreation.gov account or emailing Dino_River_Office@nps.gov. You must reference your permit number to make a cancellation. Cancelled permits will be made available to the public randomly within 24 hours.Individuals can have only one application in the high use lottery system and can be listed no more than once within each lottery. The quota for permits is measured in launches per day. During High Use Season only 300 permits for launches are issued. May 11th – May 20th: Two permits issued per day. May 21st – July 11th: Three permits issued per day not to exceed two launches per river July 12th – September 11th: Two permits issued per day During Low Use Season only one permit is issued per day within the Monument.Dinosaur National Monument Headquarters is located just off U.S. Highway 40, two miles east of Dinosaur, CO. From Vernal, UT: Drive east on US Highway 40 for approximately 35 miles enter into Colorado. Continue on US Highway 40 for another four miles passing through the town of Dinosaur, CO make a left on Harpers Corner Road. Monument Headquarters is located on your right. From Rangely, CO: Drive north on CO-64 for approximately 17 miles to the town of Dinosaur, CO. Turn east on US Highway 40. Drive two miles and turn left on Harpers Corner Road. Monument Headquarters is located on your right. From Craig, CO: Drive west on US Highway 40 for 85 miles. Turn right on Harpers Corner Road. Monument Headquarters in located on your right.The 'Combined Yampa/Green Segment' controls the maximum sum of Green and Yampa. If you want to increase the quota of one of the rivers, you may need to also increase the combined segment.Permit holders who violate the terms and conditions of their permit may receive a criminal penalty and/or have their privileges to hold a permit in the monument revoked for a period of up to 2 years.Select an entry date.All permit holders floating the Yampa and Green Rivers of Dinosaur National Monument must pay a $15.00, non-refundable application fee. Permits awarded through the lottery need to be confirmed with full payment ($185.00) no later than 10 p.m. MT, March 1 or they will be cancelled. For low season permits or cancellation permits, permit holders must pay a non-refundable application fee of $15.00 and the recreation fee of $185 when making the reservation. Please read the refund policy carefully before submitting payment. If you cancel a lottery launch reservation after payment of fees has been made, we will refund your payment if the cancellation is made more than 30 days prior to launch date, less the $15.00 application fee. Payment made using a credit card will be credited back to your card. Refunds will be paid to the permit holder only. There are no refunds for a cancellation within 30 days of the launch date or after the permit has been issued.This reservation is nontransferable. Participant List/Campsite Preferences All group members and campsite preferences must be updated on your Recreation.gov reservation at least 30 days before your launch date . Further changes require approval by the River Office via email up to 3 business days before your launch date. No changes will be allowed at the launch site. Boating in the Monument Information and Regulations All permit holders are required to both read and carry a printed copy of the Dinosaur National Monument's Boating in the Monument: Information and Regulations with them while boating within the Monument. It is the responsibility of the permittee and each trip participant to know and obey all the regulations listed in this document. Required Identification/Documentation All permit holders must present a valid, unaltered photo identification (i.e. driver license, state issued ID, or passport) to the ranger during the check-in inspection. At put-ins the permit holder must present a printed copy of their permit and keep it accessible for the duration of the trip. Without appropriate photo identification or documentation, the trip will NOT be allowed to launch. On completion of the trip, the printed permit must be left in the take-out drop box or NPS ramp staff/volunteers. Permit Holder and Member Responsibility The permit holder must comply with all portions of the permit application procedure and is directly responsible for the actions of their trip participants. Failure to adhere to any of these regulations may result in revocation of the permit, citation of the permit holder and/or participants, and may affect their future use on the Green and Yampa Rivers within Dinosaur National Monument. Cancelling Trips Cancellations can be made through your Recreation.gov account. All fees are non-refundable within 30 days of the launch date. A no-show or cancellation within 14 days of the launch date can result in a ban from boating in the monument for up to 2 years.Boating in the Monumnet Information and Regulations All permit holders are required to both read and carry a printed copy of the Dinosaur National Monument's Boating in the Monument: Information and Regulations with them while boating within the Monument. It is the responsibility of the permittee and each trip participant to know and obey all the regulations listed in this document. Individuals Can Have Only One Permit at a Time Individuals may be the permit holder and/or passenger on as many 1-day and low-use multi-day trips as they wish. A person may only hold one permit in their name at any time. One High-Use Trip per Year All noncommercial participants are limited to a maximum of one high-use trip per year on the Green or Yampa Rivers respectively within Dinosaur National Monument. Launch and Take Out Dates & Locations Permit holders must launch and take out on the date and at the location listed on their permit. Groups may not launch or pick up participants at any other location. Trip Leader/Qualifying Boatman Experience The trip leader and boatmen must have a working knowledge of whitewater safety, general first aid, river equipment repair, and the techniques of white-water navigation. Experience on the Green and Yampa Rivers in Dinosaur National Monument or on other comparable class III or higher whitewater rivers is mandatory (such as the Rogue, Selway, North Platte, Grand Canyon, Westwater, and others). Age Requirement for Lottery and Trip Leaders Lottery applicants, permit holders, and trip leaders must be 18 years or older by any requested launch date. Trip Size Noncommercial river trips shall include no more than 25 persons. Trip Lengths/Camp Assignments During high-use, the normal trip length on the Green River is three to four days and on the Yampa River it is four to five days. If the permit holder requests and is granted an over-length trip, the number of days can be extended to five days on the Green, and six days on the Yampa River. Extended trip requests are granted based on campsite availability which is limited during high-use. Campsites and extended trip requests are assigned by the River Office are typically between 30 days to 14 days in advance of the launch date. Layovers cannot be accommodated during the high-use season. During low-use season the maximum trip length for the Green River is six days, and seven days for the Yampa River. Trips may never exceed the trip lengths listed on the permit. The length of the permit cannot be changed after the permit has been issued. Permits are Not Transferable Noncommercial permits are not transferable. The permittee must accompany the entire river trip. If the original permittee is disqualified from or cannot go on the trip for any other reason, the noncommercial trip will be cancelled. Fishing Fishing is subject to all state regulations and licenses of the state in which the person is fishing. Firearms The possession of firearms must comply with state law; however, the use of firearms is prohibited. Alcohol and Other Controlled Substances Boating under the influence of alcohol or a controlled substance to a degree that may endanger oneself or others, damage property or park resources is prohibited. All underage drinking is prohibited. Permit Violations and Penalties Permit holders who violate the terms and conditions of their permit may receive a fine and/or have their privileges to hold a permit in the park revoked.
