Gateway National Recreation Area, Jamaica Bay Unit issues passes for off-road vehicle access to help protect the park’s treasured resources. The Breezy Point Tip Off Road Vehicle (ORV) Pass for Fishing is a specialized pass necessary to access the sand road, sand lot and Breezy Point shoreline for the purpose of fishing only. These are available in limited numbers. A 4-wheel drive vehicle is required. All-wheel drive (ALW) vehicles are not recommended. Vehicles with 4-wheel drive and high clearance are best suited for off road driving due to the soft and sandy conditions. The ORV pass is also valid in other areas of the park where the fishing/parking pass is honored (paved lots only).
After purchase, schedule inspection and pick up your 2025 Breezy Point Tip ORV pass for fishing from the Ryan Visitor Center located at Floyd Bennett Field in Brooklyn at your scheduled appointment time. You or your designee must bring the vehicle you wish to affix the decal to, along with the valid registration. Please assemble the necessary equipment in the back of the vehicle in such a way that all equipment is visible to the inspecting park staff member.
After the equipment is verified a staff member will issue your pass.
There is no access to the Breezy Point Tip between March 15 and September 15. All passholders must park at the sand lot or 222nd Street Lot during these times. The ORV Pass provides access to the Breezy Point Tip September 16th through March 14 and access to the Sand Lot at the end of the Access Road as well as after-hours and parking access for Fishing at designated locations in the Jamaica Bay Unit, Sandy Hook Unit, and Staten Island Unit of Gateway National Recreation Area.
The ORV Access Pass is sold Online only.

All vehicle decals MUST be picked up at your scheduled appointment time. Decals will be issued upon completion of your equipment/vehicle inspection.
The ORV Fishing Access Pass is valid from time of issue through 3/31/26.
In order to receive your ORV Fishing Access Vehicle Decal, bring a printed copy of your Recreation.gov purchase to your Pick-up date, and time to the Ryan Visitor Center. Pick-up location may have limited internet connection, and we ask that you bring a printed copy or take a photo of the QR code with your phone.
The ORV Decal must be affixed to the Right Rear BUMPER on the vehicle associated with the ORV pass that was purchased.
The ORV Fishing Access Pass does not guarantee parking availability. Please remember that parking outside of designated areas is prohibited and visitors who park illegally may be fined and or towed.
You and your passengers must be actively fishing while using the ORV Fishing Access Pass. The passes are not Beach Parking passes or for other recreational uses.
ORV passes are non-transferrable and are void if altered or reproduced.
Replacements of ORV Fishing Access Vehicle Decals are limited and made on a case-by-case basis. If the sticker is destroyed in an accident, the Passholder must provide a copy of the official police accident report to obtain a replacement sticker at no cost (as supplies allow). The replacement sticker will expire on the same date as the original. We will not replace sticker for vehicles that are sold or if lease expires.
By completing this pass application, the passholder accepts the responsibility to know and follow all ORV regulations. Safety equipment is required. Failure to comply with the terms of the pass may result in revocation of a valid ORV pass and/or Federal prosecution.
Need to Know
- Timed Entry
We are using a timed reservation system.
- Equipment Inspection
- This ticketed reservation schedules an appointment for you to come to the Floyd Bennett Field Visitor Center for park staff to inspect your vehicle and equipment.
- You must bring the vehicle you wish to affix the sticker to. Each vehicle must have its own ORV pass for fishing.
- Please arrive no earlier than 20 minutes before your scheduled appointment.
- Vehicle must be registered and insured. You must show your valid vehicle registration at the time of your equipment inspection for your pass to be issued.
- Equipment Inspection
Vehicle must contain the following equipment: Tire pressure gauge, shovel, spare tire, jack and jack support board, tow rope or chain, trash bag, portable toilet, 7ft (minimum) fishing pole, reel and tackle.

You are to remain by your vehicle. All above items must be assembled for visual inspection in back seat or rear liftgate area.
- Beach access
There is no vehicle access to the Breezy Point beach or tip between March 15 and September 15. All passholders must park at the sand lot (adjacent to the final swing gate to the beach) during this time.
- Natural Resource Concerns
- Driving through the dunes is prohibited.
- Do not enter Wildlife closed/symbolic fence area.
- Do not disturb shorebirds or any other wildlife.
- The park may reduce or curtail access due to vehicle density limits, over-wash, flooding, emergency conditions or other constraints.
- Access to the beach is limited only from the sand access road, permit does not authorize access from other locations.
- If the gates to the beach and or access road are closed, access to the beach is prohibited. Access from Breezy Point Cooperative is prohibited at all times.
- Park Rules and Regulations
- Speed limit on the Beach is 15mph.
- No bicyles on the beach.
- No pets are allowed on the beach at the Breezy Point Tip.
- Swimming is prohibited.
- No picnicking.
- All trash must be removed from the beach.
- If a vehicle becomes stuck, you must contact United States Park Police at 718-354-4700, NPS personnel are not allowed to pull or tow stuck vehicles.
- Off Road Vehicle (ORV) Description
An Off Road Vehicle (ORV) is a motor vehicle used off park roads to drive on sand on the beach at the Breezy Point Tip (Only). ORV's are typically high clearance, 4 Wheel drive (4-WD) vehicles. ORV's do not include All-Terrain Vehicles (ATV's) Utility Terrain Vehicles (UTV's, Remotely Operated Vehicles (ROV's or Multipurpose Off-highway Vehicles (MOHUV's). In 2026 All-Wheel Drive (AWD) Vehicles will not be issued passes.
- Driver's License
Passholders must possess a valid state driver's license and be 18 years or older.
- Vehicle decals
All vehicle decals MUST be picked up at scheduled appontment time. Decals will be issued upon completion of your equipment/vehicle inspection.

Changes and Cancellations
Cancellations must be made by your appointment start time for a refund, minus the $2 reservation fee. No refunds for no shows or cancellations after midnight the day of your appointment for vehicle inspection. Please cancel your reservation if you do not plan on using it.
